HSC Bangla 2nd Paper 8th Week Assignment

ভয়াবহ যানজট জীবনের স্বাভাবিক গতিকে স্তব্ধ করে দিচ্ছে। যানজটের কারণে সড়কে, মহাসড়কে যানজট সময়ই কেড়ে নিচ্ছে না, নাগরিক জীবনেও ডেকে আনছে নানা দুর্ভোগ। সাধারণ মানুষ থেকে শুরু করে কর্মকর্তা–কর্মচারী , শ্রমিক, পথচারী সবাই আজ সর্বগ্রাসী যানজটের শিকার। এখন নির্ধারিত সময়ে গন্তব্য পৌছানাের কোনাে নিশ্চয়তা নেই। নাগরিক জীবনে। মানুষের অন্তহীন কাজ। জীবন ও জীবিকার তাগিদে সবাইকে ছুটতে হয় অফিসআদালত, হাসপাতাল ও ব্যবসায় প্রতিষ্ঠানে। ছাত্রছাত্রী যাচ্ছে স্কুল-কলেজে। কিন্ত পথে নামলেই যানজট দৈত্যের মতাে পথ আগলে দাঁড়াচ্ছে। যানজটের ভিড়ে একবার আটকে গেলে কখন তা থেকে মুক্তি পাওয়া তা বলা মুশকিল। রােগীসহ অ্যাম্বুলেন্স যখন যানজটে আটকে পড়ে তখন ভয়াবহ পরিস্থিতির সৃষ্টি হয়। যানজট মােকাবেলা এবং ট্রাফিক ব্যবস্থা সুশৃঙ্খল করার জন্য বিভিন্ন স্থানে পুলিশ ও ট্রাফিক পুলিশ মােতায়ন করা হয়েছে। কিন্তু এতে সমস্যার তেমন কোনাে অগ্রগতি হচ্ছে না। বরং এটি একটি স্বাভাবিক ব্যাপারে পরিণত হয়েছে। এর কারণে ব্যস্ত শহরের কার্যক্রম একটা দীর্ঘ সময় ধরে অচল থাকে।

যানজটের কারণ
১। স্বাধীন রাষ্ট্র হিসেবে প্রতিষ্ঠিত হবার পর বাংলাদেশের সড়ক পথের যথেষ্ট উন্নতি সাধিত হলেও তা প্রয়ােজনের অপ্রতুল। সীমত রাস্তাঘাটের তুলনায় যানবাহনের সংখ্যাধিক্যই যানজটের অন্যতম কারণ l
২। ক্রমবর্ধমান জনসংখ্যা, অপিরকল্পিত ও ভারসাম্যহীন নগরায়ন, যানবাহনের সংখ্যা বৃদ্ধিসহ নানা কারণে যানজট ও পরিস্থিতি ক্রমেই ঝুঁকিপূর্ণ হয়ে উঠেছে।
৩। দেশের সড়ক ব্যবস্থাপনা অর্থাৎ সড়কগুলাের কার্যকর ও উনয়ন ও রক্ষণাবেক্ষণের অভাব।
৪| আবাসন সংকট ও নগরায়নের সঙ্গে তাল মিলিয়ে রাস্তাঘাটের সংস্কার ও উন্নয়ন না হওয়া।
৫| অপরিকল্পিতভাবে ওয়াসা, ডেসা, গ্যাস, টেলিফোন, টেলিগ্রাফ এবং বিজ্ঞাপন বিলবাের্ডসহ নানা কারণে প্রায়ই জনবহুল রাস্তাসহ আবাসিক রাস্তাতেও খোঁড়াখুঁড়ি করে। খোঁড়াখুঁড়ি পর পুনরায় রাস্তা মেরামত না করা।

১| অবৈধ রিকশার দৌরাত্ম কমাতে হবে;
২l যত্রতত্র গড়ে ওঠা এলােপাতাড়ি বাজার, মার্কেট বিপণি না করা;
৩| যত্রতত্র যানবাহন থামিয়ে লােক ওঠা-নামা না করা;
৪| অবৈধ পার্কিং বন্ধ করা;
৫। ফুটপাতগুলাে হকার মুক্ত করা;
৬। বেশির ভাগ রাস্তাকে ওয়ানওয়ে করা ও ক্রসিং কমিয়ে দেওয়া;
৭। রাজধানীতে রাস্তা খোঁড়াখুঁডির বন্ধ করা;

৮। যে কোনাে স্ট্রাকচার নির্মাণের আগে প্রতিটা গুরুত্বপূর্ণ মােড়ে বহুমুখী ফ্লাইওভার (ইন্টারসেকস সিস্টেম) নির্মাণ করা, যাতে যে কোনাে মােড়ে কোনাে গাড়ি ট্রাফিক সিগন্যাল ছাড়া নিজের পথে চলতে পারে,
৯। এছাড়া ট্রাফিক সিগন্যাল বাতিগুলাে স্বয়ংক্রিয়ভাবে না চালিয়ে প্রতিটি পয়েন্টে উপ-নিয়ন্ত্রণ কক্ষ অথবা রিমােট সিস্টেম করলে কিছুটা যানজট নিয়ন্ত্রণ করা সম্ভব।
১০। শহরের ব্যস্ত এলাকার বাস টার্মিনাল উঠিয়ে দিতে
১১। রাজধানীর অভ্যন্তরে প্রতিষ্ঠিত শিল্প-কারখানাগুলােকে শহরের বাইরে নিয়ে কোনাে সুনির্দিষ্ট স্থানে স্থাপন করতে হবে;
১২। শহর থেকে কিছু হাসপাতাল, স্কুল, কলেজ, বিশ্ববিদ্যালয়, অফিস আদালত শহরের বাইরে নিয়ে যেতে হবে।

নাগরিক জীবনকে স্বচ্ছন্দ, সাবলীল ও গতিশীল করে তুলতে যানজট সমস্যার সমাধান অবশ্যই করতে হবে। এর জন্য প্রয়ােজন সরকারের সদিচ্ছা ও সময়ােপযােগী সুন্দর বিজ্ঞানসম্মত পরিকল্পনা ও তার দ্রুত বাস্তবায়ন। আমার মনে হয় এটা এমন কোনাে সমস্যা নয় যা একেবারেই অসাধ্য। আশা করি উপযুক্ত পদক্ষেপসমূহ বিবেচনায় নিলে দ্রুত যানজট নিরসন হবে।
